RCM2+ Researcher Launches Book in Brazil

09 December, 2025

On 27 November, RCM2+ researcher Rui Cunha Marques launched the book “The Reform of the Brazilian Sanitation Sector: Results and Challenges after 5 Years of the Enactment of Law 14.026/2020”, co-authored with Dr Carlos Roberto de Oliveira.

The event took place at the 14th ABAR Congress (Brazilian Association of Regulatory Agencies), in Rio de Janeiro – the largest regulatory forum in the world. This volume, comprising 625 pages, seeks to systematise and critically analyse the main results achieved to date, as well as the challenges that remain following the reform of the sanitation regulatory framework in Brazil. The book is structured into 18 chapters, grouped into four central thematic areas that were most impacted by the reform:

  • Regionalisation of services;
  • Privatisation and private sector participation;
  • Regulation and ANA reference standards;
  • Access to and universalisation of sanitation services.

The chapters bring together contributions from academics, regulators, operators and professionals directly involved in the implementation of the new framework, with the aim of supporting evidence-based decision-making and informing future adjustments to public policy and regulation.

“It is with great personal and professional satisfaction that I publish my 15th book about Brazil, a wonderful country where I have worked for around 20 years and where I had the opportunity to live for some time. I am deeply grateful to everyone who contributed to making this book a reality, in particular ABAR, through its president Vinicius Benevides, who honoured us by presiding over the launch session. My sincere thanks also extend to all co-authors, reviewers and institutions that supported this initiative, which I hope will be useful for regulators, policy-makers, operators and researchers committed to advancing the Brazilian sanitation sector,” comments Rui Cunha Marques.
